I spent part of the afternoon working on the two “pails.”  The pictures on the left show scavenged cement blocks with recently prepared cement, for weighted bases.  I hope, and pray, the galvanized-pipe framework will support Topsy-turvy upside-down tomato planters.  Center picture shows free gravel added for drainage–and additional weight.  Pictures on the right show the addition of planter soil.  I may buy a flat of potted flowers.  I may just plant some seeds?!
